The purpose of a Phase I study is to provide an assessment of the potential for soil or groundwater contamination based upon a review of existing environmental records. The scope of a Phase I may include:

Site reconnaissance to observe on-site practices including waste and chemical handling, evidence of underground storage tanks, pipelines, spills, or other indications of potential contamination. Site reconnaissance usually includes interviewing key personnel who may have knowledge of Site and near-site waste management practices.

Review of aerial photographs to evaluate previous use of the Site. Aerial photographs of California are available dating back to the 1940s. Bonkowski & Associates maintains in-house a limited data base of aerial photographs of the Bay Area since the 1990s. Bonkowski & Associates also provides current aerial photographic services for those clients wishing to document their current and most recent Site conditions. Aerial photographs can be used to located historic features, such as abandoned chemical waste lagoons, areas of midnight dumping, tank locations, etc.

Review of published and private regulatory listings related to toxic sites and some regulated storage discharge activities which may include, as appropriate, the following:

 

  • CERCLA List
  • DHS Abandoned Site List
  • Expenditure Plan List
  • National Priority List (NPL) as of July 1, 1986
  • RCRA Data Base
  • RWQCB Lists (including NPDES)
  • Innocent Landowner documentation

Based upon the results of the Phase I study, conclusions will be made regarding the potential for soil and groundwater contamination at the Site. If required, a scope of work for a Phase 2 study may be presented to further define the potential for contamination.
